The biggest effect Influence has in the game is the sphere of influence that surrounds a star system. As the game progresses and interactions with other factions become inevitable, Influence becomes more and more important. Negotiations with other major factions require Influence to make, and improving relations with (and eventually assimilating) minor factions requires Influence as well. However, Influence does so much more than enact new laws it dictates how you interact with other species across the galaxy. Unless you're playing as the United Empire - which can spend Influence like currency - or have DLC that enables paying Influence to the Academy, it may seem unclear why you would ever spend time and resources researching and building Influence buildings, especially when there are more obvious priorities in the game like dust or science. Influence is primarily used for enacting new laws. Known as FIDSI, these resources are Food, Industry, Dust, Science and Influence.
